PayPal issued an informational report on Friday titled “Delayed settlement recovery” notifying customers that between June 11 and August 23, 2019, there had been a payment processing delay that affected certain transactions. Merchants who were impacted received payment, but the transaction wasn’t charged to the customer’s card until days or weeks after PayPal’s normal processing time frame, it explained.
Sellers and buyers who were impacted will receive additional information in the coming days.

INITIAL NOTIFICATION: PayPal experienced a technical issue between June 11 and August 23 that delayed the processing of some card payments from merchants’ customers.
